Developer proposes $500M, 735-unit area subdivision, aims to boost homeownership

A developer from a once-well-known family real estate firm is proposing a massive subdivision in Pleasant Prairie designed to increase homeownership.

Sanjay Kuttemperoor of ZL River Development LLC is proposing to build 735 housing units on about 273 acres in Pleasant Prairie. The firm is presenting a master concept plan to the village of Pleasant Prairie plan commission Monday evening.

Known as Highland Estates, the $500 million development would have homes appealing to a broad range of buyers including first-time homeowners, single parents and growing families looking to upsize. The developer says this range of housing products and the unique financing program it’s offering would help more families become homeowners.

The subdivision would have 489 single-family homes and 246 duplex units, with a mix of for-sale and rental units.
