Inspire Prairie Springs apartment development plans approved by Pleasant Prairie Plan Commission

Following a public hearing and a Village staff presentation at the October 21 meeting, the Pleasant Prairie Plan Commission approved a Master Conceptual Plan for the Inspire Prairie Springs apartment development. The 66.2-acre project plans to develop the vacant property along the 11000 block of 116th Avenue, south of Breeze Terrace Apartments and near the Pleasant Prairie Premium Outlets. Developer Robert Bond of Bond Companies expects construction to begin in spring 2025.

The development will include 710 residential units across eight three-story apartment buildings, with floorplans ranging from 500 to 1,410 square feet. The unit mix will consist of 99 studios, 283 one-, 158 two-, and 45 three-bedroom apartments, with an additional 125 one-bedroom units that offer dens. Residents can access underground parking, bike storage, mail package rooms, and two clubhouses featuring fitness centers, swimming pools, pickleball courts, dog parks, playgrounds, and walking trails.

The project will be built in two phases. Phase one will start in spring 2025, developing 332 units across three buildings with a clubhouse in the northern section. Phase two will complete the remaining 378 units across five buildings, with full project completion expected by 2028. As part of the development, the developer will extend 116th Avenue South to connect with 120th Avenue. The public roadway connection will improve vehicle access and support the extension of municipal sewer and water services to the development. Wetland mitigation efforts will comply with regulations from the Wisconsin Department of Natural Resources and the U.S. Army Corps of Engineers.

Inspire Prairie Springs is within Tax Incremental District (TID) #11, which may help fund public infrastructure. There will be 1,345 parking spaces available, including a mix of surface and underground parking for residents and guests. On-site management will include leasing agents and maintenance staff. Policies allow one dog or cat per household, subject to breed and weight restrictions.
